4. Examination of films .
(1)Any person desiring to exhibit any film shall make an application to
the Board for a certificate in such form and manner as may be prescribed. (2)The Board may, after examining the film in such manner as may be prescribed, - (i)sanction the film for unrestricted public exhibition:
